About our procurement framework

Rising energy prices, shifting regulations and the drive to decarbonise have placed housing providers under intense pressure to balance cost, compliance and sustainability.  Our procurement framework helps housing providers navigate volatile markets responsibly, protect residents from energy insecurity, and move closer to their carbon and social value goals.

The PfH Energy Supply framework helps social housing organisations optimise their electricity and gas procurement while staying fully compliant. You’ll be able to choose from fixed-price, collective, or individual risk-managed contracts across unmetered, non-half-hourly, and half-hourly supply types. Additional services include meter installs and upgrades, data aggregation, green energy sourcing, invoice validation, sustainability tracking and consultancy. The framework is managed via PfH with partner support so you benefit from guidance, transparent charging, robust KPIs and supplier accountability.

What's Included?

  • Energy Supply Options:
    • Non-Half-Hourly Electricity – fixed price, collective flexible, or individual risk-managed contracts.
    • Half-Hourly Electricity – same suite of contract types.
    • Unmetered Electricity – fixed, collective or risk-managed.
    • Daily Metered Natural Gas – fixed, collective, or risk-managed.
    • Non-Daily Metered Natural Gas – fixed, collective, or risk-managed.
  • Support & Related Services:
    • Meter operator services; installations and upgrades (including Automated Meter Reading).
    • Data collection and aggregation (including accepting AMR reads).
    • Disconnection services.
    • Supply of green or renewable energy sources (REGO- or RGGO-backed).
    • Feed-in provisions and power purchase agreement sleeving.
    • Invoice validation, budgeting and consumption verification.
    • Payment options including card payments and flexible billing.
    • Sustainability & social value tracking, dedicated account management, robust Key Performance Indicators.

How to use this framework

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.

Once you are a member

Our support does not stop when a contract is awarded. We work alongside you through evaluation, award, and ongoing contract management, holding suppliers to account, monitoring performance, and making sure your contract delivers what it promised. The aim is straightforward: better outcomes for residents and communities, with expert guidance at every stage.
